Embattled Devolution CS resigns

Devolution Cabinet Secretary Anne Waiguru has resigned citing health concerns. In a press statement released Saturday,  the CS submitted her resignation to the President saying recent pressure has affected her health and family.
 
In her statement, Waiguru says the doctor has advised her to take on lighter duties and she has requested the president to assign her ‘such lighter duties as he shall deem fit’.
 
Waiguru has resigned in the heat of public outcry calling for her exit from office following a series of graft allegations in her ministry.
 
Led by Raila Odinga, the opposition has previously called for her resignation to give way for investigations. 
 
CS Ann Waiguru is suspected to be the prime architect of the ksh 791 million loss at NYS. She began the scheme by changing the Authority to Incur Expenditure (AIE) from Director General Nelson Githinji to Senior Deputy Directior General Mr. Adan Harakhe. This was done during a meeting held on 18/02/2015 and the CS herself ordered the changing of the AIE holder. 
 
Waiguru used her buddies, Noor Hassan Noor, senior director of admin and chair ministerial tendering committee and Samuel Odhiambo, head of procurement. Odhiambo and Waiguru both procured IFMIS while working at the treasury! 
 
Her prolonged stay was tainting jubilee's commitment in fighting corruption and this had given the opposition an avenue to haul avalanches of graft accusations against President Uhuru's regime.
Having earned the tag 'goddess of corruption, Waiguru is currently listed as prosecution witness in a corruption case involving her ministry and the NYS docket.
